Programme for upcoming NEPEx 2019 held at ATI, Kohima

Kohima, October 25 (NE): A Capacity Development Programme for the upcoming Nagaland Emergency Preparedness Exercise (NEPEx) 2019 was held at ATI, Kohima on 24th October 2019. The programme was held under the theme “Build To Last: Disaster Resilient Infrastructure” organised by NSDMA, Home Department.

Exhorting the gathering, Advisor for NSDMA, Kazheto Kinimi said that Disaster Management has become a developmental issue all over the world. “The extreme weather events have halted developments. In this regard, mainstreaming of Disaster Risk Reduction (DRR) strategies into developmental planning of all the departments and stakeholders is imperative,” said Kinimi.

Realizing the importance of DRR, he said that the International communities have been emphasizing for mainstreaming of DRR and in accordance with the DM Act 2005 and other International, framework, NSDMA has been taking up many important works towards making Nagaland more resilient to disaster.

The Advisor also highlighted some of the major works undertaken by NSDMA which includes: establishment of Disaster Management Institutions in the state and district level and village level (Village Disaster Management Authority); constitution of State Disaster Response Force with support from Home Guards and Civil Defence Departments; training of 2473 volunteers as Community First Responders; establishment of extreme weather alert and early warning systems; building synergies between emerging technologies towards disaster risk reduction; development of plans and policies for disaster management and risk reduction and providing immediate relief and restorations of damage infrastructure by natural disaster etc.

NSDMA in collaboration with all the line departments, Government of Nagaland and other stakeholders have been conducting NEPeX Exercise every year to test the capability of the State to respond to any mega event of Disaster risk that may affect the state any point of time. He also added that NSDMA needs their support and collaboration in making Nagaland resilient and further called to make a family disaster management plan so that every family in Nagaland will be prepared for any disaster events.

During the programme, the Advisor also launched the newly upgraded NSDMA website where the citizens can access to weather information, early warnings and other related datas. Rendemo Shitio SERO, NSDMA also highlighted the basic feature of the website and said that one can also post disaster incident report through the website. The website featured interactive citizens corner, live weather updates, medium term rainfall forecast, broadcasting weather forecast for Nagaland, slider displaying latest photos/events/announcements, social media inputs, newsrooms, GIS integration etc.

Delivering the keynote address, Principal Secretary & Home Commissioner, Abhijit Sinha IAS said that the concept of NEPEx exercise was to create a real live situation when a disasters strike and how best the line departments and stakeholders can response to it. Mentioning that the State has been experiencing huge rainfall and heat for the past years which has become a major concern for the State, he said NEPEx 2019 exercise would be conducted on extreme weather condition on 21st November 2019. He therefore requested the gathering to be aware of their responsibilities and be acquainted with the IRS book and also to have better coordination among various departments and stakeholders to manage the situation effectively in best possible manner with whatever resources they have in order to reduce the risk and damage for any disaster.

OSD to NSDMA, Johnny Raungmei gave an overview of IRS as notified by Govt. of Nagaland. Resource person, Brig. Vinod Dutta, Sr. Advisor and visiting faculty at centre for Disaster Management Studies, IP University, Delhi spoke on ‘Mainstreaming of DRR into Development programme & scheme’ and ‘Role of Incident Commanders Planning, Logistic section in the IRS’. Col. Sanjay Srivastava, Convener Lightning Resilient India Campaign, Chairman Climate Resilient Observing system Promotion Council (CROPC) spoke on ‘Mainstreaming of DRR for Generation Next’ and I. Toshitsungba Aier, IPS Director General Home Guards & Civil Defence, SDRF Nagaland spoke on ‘Role of operation section in IRS’ as resource persons in the technical sessions.
