Kohima, April 09 (NEx): The Deputy Commissioner of Peren, Sentiwapang Aier issued an order Wednesday, that various actions shall be taken by the SDTF and concern enforcement agencies for violation of the SOPs and guidelines issued from time to time.
The DC said that the Nagaland Disaster Management Authority, GoN has issued detailed guidelines and SOPs to contain the spread of COVID-19. He remarked that wearing mask, especially in public places, provision of hand washing facility by various establishments, maintaining physical distancing in high risk setting etc., are often not being followed, which poses a serious risk of infection not only to the defaulters but also to other people around.
Therefore, the DC in compliance to the order of the Home Department, General Administrative Branch, GoN dated November 12th, 2020 and in exercise of the powers conferred under Section-51 of the Disaster Management Act, 2005, the Epidemic Diseases Act, 1987 and also Section-188 of the Indian Penal Code, 1860, issued the order for following actions to be taken by the SDTF and concern enforcement agencies for violation of the SOPs and guidelines issued from time to time:
*For not wearing mask in public places (including offices, banks, markets and business establishments, restaurants, hotels, public transport, social and religious gatherings or meetings, educational institutions), the penalty is Rs. 100- every time the offence is committed. The enforcement agencies will be Police level of ASI and above, Transport-Assistant Road Safety and Enforcement Inspector and above
*For establishments without hand washing facility/hand sanitizer (includes shops and business establishments, restaurants and hotels), the penalty for 1st offence is Rs. 100 with warning and penalty for offence after 1 week of 1st offence will be sealing of the establishment with or without suspension of registration /license wherever applicable, till facilities are provided. This will be enforced by the concerned Urban Local Body.
*For not adhering to the limit on the number of passengers as per guidelines (Bus, taxi, auto-rickshaw) the penalty will be registration of cases under relevant sections of the National Disaster Management Act, 2005 and Nagaland Epidemic Diseases (COVID-19) Regulations, 2020. This will be enforced by Police level of ASI and above, Transport Assistant Road Safety and Enforcement Inspector and above.
The DC further stated that this order shall come into force immediately and shall remain effective till further orders.
