Kohima, October 07 (NEx): The Nagaland government convened a meeting on Tuesday to review the progress of meeting the mainstreaming of SSA and RMSA teachers (2010 & 2013 batches) into the School Education Cadre. While highlighting on the progress made, the Government requested the student bodies to re-consider and withdraw the proposed agitation to be launched against State government from October 12, 2020.
The review meeting on the progress of the mainstreaming of SSA and RMSA teachers (2010 & 2013 batches) was convened by the Chief Secretary, in charge, Nagaland, J. Alam (IAS) with concerned Departments on October 06, 2020 at 11:00 am in his Conference Hall, Secretariat, Kohima.
A press release from the GoN stated that the SSA and RMSA teachers were appointed by the Directorate of School Education in 2010 and 2013 against posts created under the Centrally Sponsored Schemes, Sarva Shiksha Abhiyan(SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA).
Based on the recommendations of the Committee constituted to study the nature of the recruitment and appointment of these category of teachers, the State Cabinet in its decision on October 05, 2018 agreed in principle to mainstream SSA and RMSA teachers of 2010 & 2013 batches into the State Education Cadre while directing the Department to club/merge unviable schools and give golden handshake to under qualified and untrained teachers.
School Education Department reported the actions taken to fulfil the conditions stipulated. The Department also highlighted the decisions taken in the meeting on September 14, 2020 and which were communicated on September 23, 2020 to NSF and ENSF, as mentioned below;
-Seniority list of SSA & RMSA teachers of 2010 & 2013 batches to be examined and cleared by P & A R Department.
-Estimation of financial implication on account of mainstreaming and concurrence by Finance Department.
-Freezing of 75% of the vacancies of teachers occurring annually under Directorate of School Education.
-On observation of the above, submission of the proposal for mainstreaming to the Cabinet.
Department of P & AR has already accorded clearance to the seniority list and Finance Department has examined the financial implications. It was pointed out that despite the shortfall in the financial support from Government of India towards salary/remuneration of the teachers and financial constraints of the State Government, the SSA and RMSA teachers of 2010 and 2013 batches are already being given scale pay with regular increments and for which the State Government has already incurred a cumulative expenditure of more than Rs 300 Crores and on account of mainstreaming, the State Government would incur an additional expenditure of about Rs. 82 Crores.
Given the exercises undertaken and progress made for mainstreaming of the SSA and RMSA teachers (2010 and 2013 batches), the govt requested the NSF, ENSF and stakeholders to appreciate the progress made and let the required procedures be observed by the various arms of the Government. GoN also requested to re-consider and withdraw the proposed agitation to be launched from October 12, 2020, especially in view of the prevailing COVID-19 pandemic situation.
Further, the State Government is of the view that taking up of internal service matters of Government employees through public agitation is not a healthy precedent as it will cause hardships to the people at large and adversely affect delivery of public service, it said.
Earlier this week, the Naga Students’ Union (NSF) & Eastern Naga Students’ Federation (ENSF) notified that a state-wide bandh of vehicular movement will be imposed on government registered NL 10 and NL 11 vehicles with effect from October 12, 2020 as first phase of agitation, until further communique from the two federations.
A joint press statement from the NSF & ENSF on October 5, 2020 stated that consequent upon the lapse of 30 days joint ultimatum served to the state government on September 02, 2020 with regard to mainstreaming of SSA & RMSA teachers of 2010 & 2013 batch, and in furtherance of the unanimous resolution adopted at the joint meeting on October 02, 2020 at NSF office, Kohima to call for a democratic agitation after having expressed dissatisfaction at the inaction of the state government.
