Kohima, February 7 (NE): The Fifth session of the thirteenth assembly began on 7th February 2020 with obituary reference to the passing away of the members and subsequently the election of the Speaker.
Obituary references were made to the two demised members – Padmashri Melhupra Vero and Z. Obed, by the Chief Minister, Neiphiu Rio, Speaker- in- charge, Sharingain and the Leader of Opposition, T.R.Zeliang.
13th Nagaland Legislative Assembly Speaker Election:
Sharingain Longkumer was elected as the new Speaker of the 13th Nagaland Legislative Assembly (NLA) after defeating Dr. Imtiwapang Aier by a margin of seven votes during the 5th Session of the 13th NLA.
Administrative report of 2019 – 2020 for Excise and Prohibition, Chief Electoral Office, Science & Technology, Horticulture, Art & Culture was laid down by Chief Minister of Nagaland, Neiphiu Rio. Annual administrative reports 2019-20 for Home Department, Agriculture department, Information & Public Relation department, department of Rural Development department and department of Technical Education were also laid in the house.
Nagaland Rights of Person with Disabilities Rules, 2019 Department of Social Welfare was laid down on 7th February 2020 by Chief Minister of Nagaland, Neiphiu Rio. Minister for Health and family Welfare S. Pangyu Phom laid a copy of Nagaland Human Immunodeficiency virus and acquired Immune Deficiency syndrome (ombudsman and Legal Proceeding) Rule 2019.
Government Bills introduced included The Nagaland Goods and Services Tax (Amendment) Bill, the Nagaland Produce and Livestock Marketing (promotion and facilitation) Bill 2020 and the North East Christian University (First Amendment) Bill 2020.
–Smart City Project:
The Question Hour of the Fifth session of the thirteenth Nagaland Legislative assembly opened with Yitachu, MLA making queries on the progress of projects undertaken so far under the Kohima Smart City Project. He asked the Minister-in-charge of Municipal Affairs Department to kindly state the total amount sanctioned under the Kohima Smart City Project and how much of it has been released till date and also the items of work which have been completed or are under progress out of the released fund.
Minister-in-charge of Municipal Affairs Department, Metsubo Jamir in reply to the queries of the opposition MLA stated that the total amount sanctioned for the Kohima Smart City Project was Rs. 198 Crore out of which Rs. 113 Crore has been released till date. He further stated that the KMC and Smart City Office was the only project completed so far and also highlighted on the list of projects which are still under progress.
Leader of Opposition T.R. Zeliang also made supplementary queries on the issue regarding the diversion of funds from the Smart City Project without proper written approval from the center to fund projects like the Multi Level Car Parking at Old Medical Directorate and Old NST and the Capital Cultural Hall which was started under different project plans and left incomplete. He further stressed on the fact the Kohima Smart City Project might come under jeopardy owing to such fund diversions without proper written approval from the center.
Minister-in-charge of Municipal Affairs Department, Metsubo Jamir replying to the questions put forth by the Leader of Opposition said the diversion of funds were done with proper approval of the State Government and also after assessing the need for proper parking facilities in the State Capital to ease the traffic congestion. He further acknowledged the need to get proper written approval from the center for such fund diversions and promised the house that the concerned department would look into the issue and get the written approval from the center at the earliest.
–Creation of village guard:
Deputy Chief Minister, Y. Patton replying to a starred question on the creation of Village Guard stated that Kanjang village under Meluri ADC headquarter has been included in the consolidated proposal for Village Guards expansion. This was stated during the question hour in the assembly sessions this morning, February 7, 2020.
–Augmentation of water supply to Wokha:
On the status of the Augmentation of water supply to Wokha town from Engorotchu and the capacity of the project, Minister for PHED, Jacob Zhimomi replied that the main components of the project were completed and commissioned on October 12, 2018, and the capacity of the project is 3.75 million litres per day.
The Minister also stated that the department has encountered some technical and other unforeseen problems. Replying to a supplementary question on delay of the project and distribution to town areas, the Minister said that the pipelines were distributed but because of the erosion and landslides, distribution was delayed due to non-availability of land.
–Work progress on NH-202
Replying to MLA, Muthingnyuba Sangtam on the latest status of the progress of work on the NH-202 and the amount sanctioned for NH-202 from the MORTH, Deputy Chief Minister, Y. Patton responded that there are two numbers of ongoing projects under Annual Renewal Programme:
(a) Improvement of Riding Quality Programme (IRQP) to NH-202 from km 130.00 (near C/Saddle) to km 140.00 (near Yakur) under Tuensang Division, where the physical progress is 50% and financial progress is 32.63%.
(b) Periodic renewal from km 272.00 (near Ngoromi) to km 284.00 (near Akhegwo) on NH-202 under Kiphire Division where the physical progress is 60% and financial progress is 22.00%. The amount sanctioned for NH-202 from the MORTH is Rs. 297.60 Crores.
–Construction of ADC office, Pughoboto:
Minister in charge of CAWD, Y. Patton replying to a starred question raised by MLA Y. Vikheho Swu during the assembly sessions this morning, 7th Feb, 2020 on the construction details of ADC office Pughoboto, said that the construction work of ADC Office, Pughoboto is expected to be completed by August, 2020, if the funds are placed on time. He said that construction work was started in 2016, with Rs. 313.31 lakhs sanctioned for the purpose.
–Scholarship of students:
Replying to another starred question, Minister Higher & Technical Education, Temjen Imna Along on scholarship and the number of beneficiaries in 2018-2019, said that 39,684 students availed scholarships in 2018-2019 and that full payments have been made to all eligible beneficiaries with active bank accounts.
