Kohima, July 21 (NEx): The central government is in the process of recovering Rs 2992.75 crore which was transferred to 42.16 lakh ineligible farmers under the PM-KISAN scheme across the country. This includes 524 ineligible farmers from Nagaland state, informed Agricultural Minister in the Parliament.
Minister for Agriculture, Narendra Singh Tomar while responding to the question on “Fund disbursal under PM-KISAN scheme” on Tuesday informed the Lok Sabha that as on July 15, 2021, a total amount of Rs 2,992 crore, received by 42.16 lakh ineligible farmers under the PM-KISAN scheme, has to be recovered.
The highest amount of Rs 554.01 crore has to be recovered from 8.35 lakh ineligible farmers in Assam, followed by Rs 437.9 crore from Punjab, Rs 357.9 crore from Maharashtra, Rs 340.56 crore from Tamil Nadu, and Rs 258.64 crore from Uttar Pradesh, according to data placed before the Lok Sabha by the minister.
The recovery list also includes the amount of Rs 45,08,000 which was transferred to 524 ineligible framers from Nagaland.
Under the PM-KISAN scheme, launched in 2019, a financial benefit of Rs 6,000 per year is provided to the eligible farmer families, payable in three equal instalments of Rs 2,000. The fund is transferred directly to the bank accounts of the beneficiaries.
The Agricultural Minister informed that, “The structure of the scheme comprises of mechanism for exclusion of errors on the basis of continuous verification and validation of data of beneficiaries by various authorities like Aadhaar, PFMS, or Income Tax database. However, during the process of verification it was found that benefit of the Scheme was transferred to some ineligible beneficiaries including some income tax payee farmers.”
He further said that the centre has taken special measures to prevent the misuse of PM-KISAN funds. A number of states have reportedly sent recovery notices to farmers who were ineligible yet received the benefit.
He continued, “Standard Operation Guidelines have been issued for recovering money from ineligible beneficiaries. Standard Operational Guidelines for identification of Income Tax Payees have been prepared and circulated to the States. Caution Advisory has been sent to the States to adopt measures during the registration and verification of farmers under the PM-KISAN scheme and Standard Operational Guidelines for Physical Verification of PM-KISAN beneficiaries have been circulated to the State Governments.”
It is pertinent to note that, a total of 1,74,564 farmers from Nagaland received, Rs. 35.62 crore under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme on May 14, 2021.
