CM Neiphiu Rio: it was time to review the appointment system
Kohima, February 14 (NE): Deputy Chief Minister, Y Patton, who is also the Minister in charge of Home, stated that a total number of 206 constables were appointed through open recruitment in 2019 while replying to a starred question put up by MLA Dr. Imtiwapang Aier on Police Constable appointed under NAPTC & PTS during the year 2019-2020 at the ongoing 5th Session of the 13th Nagaland Legislative Assembly, today February 14, 2020.
He further clarified that recruitment of constables under the Police department of the State is done by the SPs and Commandants as per eligible criteria. This exemption for appointment through open recruitment is stated in a P&AR notification issued in 2004, he added.
On the appointments of ABSI and UBS, the Deputy Chief Minister stated that as per laid down procedures the Director General of Police has been delegated with the power of recruitment and are appointed as per the eligibility criteria laid down vide memo No. PHQ (A-1)/127/200 dated 6th July 2002. He also stated that backward quota has been maintained during the recruitment.
Leader of Opposition, TR Zeliang, while taking part in the question called for corrective measure in the recruitment system in the Police Department and stated that all recruitment should be done through open recruitment where qualified candidates will be appointed to the vacancies and justice will be imparted on the State. He called on the Leader of the House to withdraw the recruitment power given to the DGP, SP and Commandants through a Cabinet decision.
Chief Minister and Leader of the House, Neiphiu Rio stated that it was time to review the appointment system and the Government will set up a committee to give its findings and recommendations on how to make a fair recruitment. A system will be brought so that there is transparency in the recruitment system.
